Also about the whole "under F.I.B. orders", I'm pretty sure that if they had gotten caught in the game Haines wouldn't have ever tried to save them. But in a scenario in which everything was found out, then they would probably be able to say that the FIB told them to do it and therefore don't have as much problem related to those cases.
