I have $1000 say's if the landowner connected to the sewer for almost $100G's and then they told the city they're going to immediately put the house on the market as a "New Home" Sale the city would slam that door shut! They would say nope that's fraud its built on the same foundation and some of the framing was left intact. Like a "Salvage Title".

A good lawyer shd b able to quash the citys demands if its not a newly built house, its just a repair job.

A 100 year code? The original house is definitely nowhere near that old, and the septic tank was fine then. I think someone on the water board wants a new SUV.

Wrong one sided argument here. Nobody mentions the impact of septic systems on the Phoenix water table. It may be a real problem.

Doesn't the local municipality cover from the road and beyond, and the property owner just has to bring their line out to the street for tie in?

This is not an uncommon law. When my house was a new build the previous home owner also had to disconnect from septic and attach to sewer at his cost.

New code not hard to understand, but with the right lawyer anything is possible

Did the insurance paid for the repairs/rebuild of the house? Then the insurance company needs to pay for it for being up to code, including the 65k for the sewer connection.

The city should have to pay, all the homeowner is in charge of is the PRIVATE LATERAL.
