The only difference between this chief and this city and every other city is that they got caught. Sheriffs departments raided legal weee dispensaries in Orange County ca and they took all the inventory and took over the lease and the retired officer keep the business running and 30 different locations. They also seize cars and other property and then buy it for pennies and then resell it. This type of behavior has been going on since the dawn of policing
