    You can eat outside, but it is more the walking AND eating together part that is frowned upon. The term "ichigyo-zammai" means full concentration of a single act at once, to be in the moment. And also, if you are not walking and eating, then there is less chance of bumping into someone and making a mess, which goes back to the ichigyo-zammai. Also...they see all meals the same, like you wouldn't walk around with a bowl of Lasagne, so you also wouldn't walk around with a sandwich (yes I realise a sandwich is designed better to be handheld), but the concept of meals is the point. Then lastly....this is more a practical point, because there is a lack of public bins, if you don't walk and eat, then you wouldn't generate rubbish on the go and then you don't have to carry it around with it. Buy then eat it at the place of purchase, there usually will be a bin there where you bought it.
