to me this takes place after the knightfall protocol he starts using fear toxin and becomes much more feared using different tactics and a lil more brutality people think its a new bat themed vigilante that is more feared than batman ever was and he does tell catwoman and the end of one of the games gotham needs a new legend to fear and as for the video its basically telling cops and civilians to stay away if they see him so they dont get affected by the toxin and also to behave
