These are new traffic signals that Escondido installed not long ago and it's mainly for bikers to use to get across on the Escondido Creek Trail. Every road this bike route meets either has new traffic lights or just some simple flashing yellow lights if someone needed to cross. I feel like the city over-did it with some of the signals because there are traffic lights also facing gated parking lots for apartments and those signals stay red almost the entire time. All that was really needed here was the bike signals like you see in the video.

All 12 red lights, 12 yellow lights, and 14 green lights are LED
All 6 pedestrian signals are countdown
The signals are owned by the city of Escondido
