Econolite Bullseye Traffic Lights For Right Turn Only (Grand Ave & Valley Blvd)

Some more Econolite Bullseye traffic lights I found and they are so common here. These signals only tell drivers to turn right because that's where the majority of the drivers go. The red lights have the oldest LED's and then the green arrows were changed to LED in the mid 2000's. The yellow lights are the original lights and are still incandescent.

TRAFFIC LIGHTS INFO:
The red lights have 11 LED's and 1 incandescent
The yellow lights have 1 LED and 11 incandescents
The green lights have 9 LED's and 2 incandescents
The pedestrian signals have 5 LED hand/man and 1 Neon hand/man
These signals are owned by the city of Escondido

They don't need ball sections at the intersection. They could just put new arrows.
