Traffic Lights On Permanent Red Flash (Broadway & Grand Ave)

These traffic signals have been flashing red for a few years now and it's because traffic is so light over here and there is outdoor dining that involves taking up a lane in the street so traffic can stop at the light and see that ahead of time instead of going fast and risk hitting all of that. It's unknown when the signals will be turned back on and operating normally.
I came back here in the summer of 2024 and they were still flashing red so I'm guessing it's permanent.

Oh, earlier Google map images showed that the signal WERE active. but then the City deactivated them. The Pedestrian signals were old LED Countdowns.

Damn that’s crazy but that dudes right, what’s the point of putting something that’s never gonna be used. Great video btw, if that was the case they should’ve just had stop signs like it was at some point if that was the case

In this case, my city would just change it to a flashing green light and red light crosswalk

If it’s permanently flashing red, why can’t they just have stop signs instead? Having a stoplight is a waste of electricity and money
