Aid local government to employ 10,000 each of the 770 (maybe non- graduate first) and later next year b4 June another set of graduate. To continue other years with states & federal - millions will be engaged this way. Fayose is not making sense. If people are unruly and dishonest, whose duty is it to keep them in check? It is the government.
