I have read somewhere that the military isn't signing up volunteers nearly enough men and women. Meaning men and women who decide to go into the military on their own accord. The military is lacking new enrollments, recruits.

Basically, when a young man of 18 turned that age, he was to register but it did not mean he was volunteering into service and since 1973, young men have not been called up, it was not mandatory to serve.
