The reason you get unbanned when you change names isn't because they didn't find anything that said your new name had to be banned, it's just poor developing. They probably used names for recording bans in the data store, instead of the user ID. When they use names, the ban data store won't recognize your new name and let you rejoin. If the system was based on User ID instead, it would recognize your User ID and kick you from the game again. This also means that if a random person made an account jennysooepic, and tried to join the Target game, they would end up confused over what caused them to get banned.
