I remember reading a Babysitters club Graphic Novel book back in 6th grade, and there was one scene with Bill cipher in it. The book was "Dawn and the Impossible Three" and he was referenced as a Children's toy. In Smiling Friends S2/E4 "Erm, The Boss Finds Love?" The book that Pim has in the scene in Charlie's apartment may be a reference to the Journals. It was a similar red with parts of the cover falling off, and gold on the corners, and important pages torn out. It may not be a reference, it may be, It's what you want to believe!

As much as i want Bill Cipher to exist across all universes, the triangle with an eye is a common symbol in religion called The Eye of Providence (or the all-seeing eye of god). Hits h just used that religious symbol in Bill’s character design
