California Gov. Gavin Newsom issued an executive order for the removal of homeless encampments in the state while adding that local authorities will decide on the removals.

So, of course local and state governments will not waste tax payer money by taking sweeping action until they are sure their efforts won't just be undone immediately by a court..... It's also not that complicated.... Fox 11 LA is a PATHETIC excuse for a news organization when they have their anchors and contributors saying things like this.
