1. Roll Call.

2. Approval of the Minutes for the Regular HDC meeting held on November 8, 2022.

3. HDC-2023-0035 for 352-354 Main Street, submitted by Adebayo Bello, Applicant is proposing to install two (2) signs at the front of the building. The first proposed sign is non-illuminated and will be 30 square feet and comprised of PVC material in white and beige color. The sign will have the text “Skyvibe Restaurant & Lounge” in black color. The second proposed sign is non-illuminated and will be 18 square feet and comprised of HDU material in black color. The sign will have the text “Rooftop. Bar. Lounge.” in white color. Applicant is proposing to install a fence on the property. The proposed fence will be a 10x10 privacy fence along the rear of the property. It will be comprised of vinyl material in white color and will be approximately six (6) feet tall.


4. HDC-2023-0049 for 414 Main Street, submitted by Nilesh Kansangra, Applicant is seeking approval to perform several renovations to an existing porch on the. Applicant is proposing to replace the porch’s wood floor with composite material flooring in gray color. Lastly, the Applicant is proposing to replace the porch’s wood railing with plastic material railing in white color.


5. HDC-2023-0054 for 355 Main Street, submitted by Cathy Horton, Applicant is seeking approval to replace an existing roof. Applicant is proposing to replace the existing 3-tab style shingles in brown color to architectural style asphalt shingles in gray color.


6. HDC-2023-0058 for 226 Ninth Street, submitted by Jeffrey Palumbo Applicant is seeking approval to demolish an existing structure. This was not included in previous approvals. Applicant states that the building was moved to the Pallotti High School lot in 1972 and has been used by the school for various purposes over the last 40+ years. Its last official use was a residential rental space in the mid 1970’s, and today it is currently vacant. This demolition is a part of the larger St. Vincent Pallotti High School project that has been approved by the City of Laurel Planning Commission and Board of Appeals recently.


7. HDC-2023-0065 for 401 Prince George Street, submitted by Charlene Blankenship, Applicant is seeking approval to replace the front door of the property located at 401 Prince George Street. The existing door is in white color with glass windows and will be replaced with a pre-hung door with fiberglass windows in white color. The door replacement will be of the same size of the existing.


8. HDC-2023-0057 for 420 Montgomery Street, submitted by Omari Sefu, Applicant is proposing to replace the existing burgundy-red shutters of the home with wood-textured PVC, Louver-style shutters of the same size. The new shutters will be in Arctic White color. Applicant is proposing to replace the existing 3-tab roof shingles to gray textured architectural shingles. Proposing to replace existing wooden soffits with fiber cement trim in Arctic White color and proposing to replace the existing cedar siding with a cedar mill textured straight-edge fiber cement siding. New siding will be Chiseled Green color, equivalent to Butler Green PL37 color. Applicant is proposing to replace the existing PVC window capping with new PVC window capping. The capping will be in Arctic White color and to replace the existing gutter and downspouts with 6-inch, K-style central aluminum gutters and 3x4-inch downspouts. The new gutter and downspouts will be in Arctic White color. Applicant is proposing to paint the front porch tread Rockport Grey HC-105 color and to replace the existing flat roof on the balcony with CertainTeed Colonial Slate color shingles.


9. A tax credit request for 710 Montgomery Street, submitted by C. Philip Nichols Jr., for HDC Certificate of Approval HDC2023-0064, for the replacement of (3) three green awnings. The cost was $6,305.94, proof of payment $6,305.94 and tax credit amount is $630.59.

HDC-2023-0061 for 401 Prince George Street, submitted by Charlene Blankenship the applicant is seeking approval to replace red metal roof with metal red roof. All in-kind work.

HDC-2023-0060 for 111 Fourth Street, submitted by Charlene Blankenship the applicant is seeking approval.

HDC-2023-0062 for 420 Montgomery Street, submitted by Omari Sefu & Shamira Lukomwa the applicant is seeking approval.
