That is an in game insert of Liu Wei. He is the co-founder, chairman and president Hoyoverse (miHoYo). What chairman of the board is worth his salt without his trusty briefcase at his side. The character on the mask is "伟" (Wei). The unusual hilichurl is actually voiced by Liu Wei himself. The items he throws are references to previous miHoYo games. He spawns twice in game every 12 hours. (4 times per day). There are achievements for killing him 1, 20 and 50 times that are part of earning his name card.
