The number of voters to the number of ballots. Who is to say the number of voters...where do they get that number? out of a hat...out of thin air..and then toss ballots, because someone just arbitrarily says " I don't think there are that many of those voters.... and then tosses ballots. Sounds like a way to do manipulation and eliminate ballots on a whim.

They want to choose their voters, not be chosen by their voters. They want to rule, not represent.

How's about adding a new rule as well: if your investigation doesn't show any reason for a delay and there's no real fraud happening, that person causing the delay will receive 90 days in jail, minimum. And everyone in jail will know why the individual is in jail.
