There's an in-game event before the battle in the video, done by editing Pokémon FireRed rom. The battle is replaced by Showdown video.
Here's a Special Battle of the Kanto Champions and Battle Legends Red & Blue with the Pokémon they use in there first possible battle in Sun, Moon, Ultra Sun and Ultra Moon.
Both Red & Blue use 6 Pokemon with levels ranging from 65 to 70. Both of them Mega Evolve 3 of there Pokemon, this is possible because the battle is done in a Showdown format called "Mix and Mega" which allows you to mega evolve unlimited Pokemon.
