How to beat Mega-Emperor - Medabots : Medabee Version

Simply put, just put the 3 "no effect" parts for their arms and head, 2 type from Rubberobo goons (their 2nd and 3rd medabot, green and brown) and the last part from farming floating medabots in that very room. For their legs, use your highest health and defense leg parts.
For medals, use your main either Metabee or Rokusho, a 2nd medal with a medaforce that deals damage, 3rd, the monkey medal OR a 3rd medal with a medaforce that deals damage.
It might take at most 2-3 tries but it should be rather easy given MegaEmporer rarely uses its Medaforce and only focuses on using its main attack
If you feel bad for doing it this way, just remember, this fight is completely unfair.
