I can definitely see everyone being there. Luffy and his crew left such a big footprint in the world, it would be looking like endgame, more than Ace’s execution.

I can imagine it going something like this: Luffy and the straw hats are so close to achieving Luffy's goal of becoming pirate king by reaching Laughtale and getting the One Piece, but the world government and Navy put them in a corner where Luffy is faced with either turning himself in or the rest of his crew dies. Luffy then sacrifices himself and his dreams for his crew and the world which sparks the biggest war in history. We've seen his crew sacrifice their dreams, but we haven't come to a point where Luffy has to sacrifice his dream of becoming the Pirate King.
