Phantoms are stronger than Ballon Boy because unlike Ballon Boy you cant get rid of them the same way as 98% of the animatronics in fnaf 2,they literally make it easier for the dangerous guy to get you,like Phantom Marionette literally prevents you from doing anything and often Springtrap gets you when you try to reboot the ventilation.
