I usually just go to less populated servers with like 1 or 2 players then I join and see if they have kingdom and I will join it and just wait for the imperial ship.

you can actually fully max out with armour sword crossbow tools backpack everything if u successfully loot 1 full ship

feels like you should be able to ither make steel armor into blue steel armor or un craft steel armor (I think you know why)
