You could also purchase 2 cargo run voyages to complete it, so long as each provides 8 crates. It might seem random at first, but once you get one set of cargo crates, place and cancel 6 voyages/Tall Tales, and then place another to get another set of cargo for the island you're on.

you can bury it, give map to board, and then dig it up again to get another map. thatās how i did it a while ago, should still work

The party boat set was a lot of fun to get. I think it was for the cannon where you need to out enough shots into a skelly ship from a cannon rowboat. Sailed my sloop into a fleet event, it got completely obliterated by a pair of skelly galleys that sandwiched it, but I dropped my rowboat and went to town. Actually sank one of the galleys with it and got the commendation a second before getting one-balled.

If you wanted to do this more organically in your session, hold on to any storage crates you get on your adventure, and when you're about to get off do this with those. Alternatively, bury an empty storage crates at each island you go to and drop them at the quest board whenever you're at an outpost
