    7:20 another way to think about it is 255 is 'full' and 0 is 'empty', you are specifying the amount of 'free space' in that 'slot' (octet). As we've specified 255 for the first 3 octets, there is no 'space' for that number to change as we've said that those 'slots' are full and it will be locked to those digits. Whereas for the final octet that we've specified as zero, we're saying that its 'empty' and the DHCP server can go ham and allocate what ever it likes in the 1-254 range. Obviously thats highly simplified and in reality its more nuanced than that, but it made it click in my head.
